1. Season fish cut in small bite sized pieces and shrimp with freshly ground pepper and salt in a bowl.
2. Heat 2 TBS of coconut oil in a large skillet over high heat. Add fish and shrimp and cook until cooked and just a little golden brown on the edges. When cooked, remove fish and shrimp from the skillet and set aside on a plate.
3. Reduce the heat to medium high and on a remaining oil add onion and cook until onion translucent and golden brown, add capsicum cut in small slices and minced garlic and cook until capsicum start to get grown color on the edges. It will take 1 or 2 minutes.
4. Add crushed tomato, coconut milk and broth or water. Stir well, add spices, salt and pepper, stir and bring it to simmer. Cook for 10 - 15 minutes.

2. Add a layer of potatoes, followed by a layer of onions. Season with 1/4 teaspoon of salt. Add a layer of fish and season with 1/4 teaspoon of salt. Repeat layers again, ending with a layer of fish on top.
3. Pour in seafood stock. You want the liquid to just barely touch the bottom of the top layer of fish. So, if need be, add a little water to achieve that. Lock lid and cook for 3 minutes at high pressure.
4. Once cook time is complete, quick-release pressure. Remove lid and skim as much fat from the top as you like. I think a little fat is good, but you can skim it all off if you like.
