1. Preheat oven to 300°. Spray an 8" X 8" casserole dish with cooking spray.
2. Melt butter over medium-heat in a medium saucepan. Whisk in flour, salt and pepper, cook for 1 minute. Whisk in heavy cream, making sure to get all of the lumps out, and cook until bubbly and thick, stirring constantly. Add corn and continue to cook until corn is heated through.
3. Pour into prepared casserole dish and top with Parmesan cheese. Bake for 20 minutes until or until bubbly and cheese just begins to brown.
