1. First blanch the cauliflower florets with enough salt, drain off the water and cool down the florets.
2. In a mixing bowl add cauliflower florets, 1/4 cup all purpose flour, 2 tbsp corn flour, salt as needed, 1/2 tsp red chilli powder and 1/2 tsp ginger garlic paste.
3. Add water little by little and mix everthing together until the florets are coated well in the batter. Let it rest for 15-20 mins.
4. Meanwhile preheat the oven at 200°C and line a baking tray. Place the prepared cauliflower florets on the baking tray.

1. Using Instant Pot: Add 1 cup of water to the Instant Pot insert and place the trivet inside. Put the cauliflower florets in a steamer basket and place the basket over the trivet. 3. Heat oil in a nonstick skillet or pan over medium heat. Slowly add a batch of battered cauliflower florets to the oil. Note: I only add half of the cauliflower at a time so they are not too crowded.
4. In the same pan, add white part of the chopped scallions, ginger, garlic and green chili. Cook for 3 minutes on medium heat and then add chili sauce, soy sauce and ketchup. Mix well and cook for a minute. Add vinegar, sugar and mix well.
