Add the baking soda, salt, and slowly add the flour and powdered oatmeal. Scrap the bowl and mix to combine, then fold in the chocolate chips and toffee bits.
3. Chill the dough for at least 30 minutes, OR form into a log on a piece of freezer paper. Wrap and freeze.
4. Preheat the oven to 325 degrees F (300 degrees F convection.) Line baking sheets with parchment paper and place equal two 2 1/2-tablespoon portions on the baking sheets 3 inches apart. Use either a cookie scoop or cut the frozen dough into rounds.
