3. Brown the ground beef in a large skillet over medium heat. Add onions, red pepper, salt, pepper, and ground roasted chili peppers. Stir to cook until the beef has browned and the vegetables have softened. Drain the fat from the skillet and set the beef mixture aside.
4. In a large bowl, add the beef mixture, hash browns, melted butter, sour cream, cream of chicken soup, and 1 cup of cheese. Stir to combine well.
