1. Preheat the oven to 350°F. Line 2 large baking sheets with tin foil and set aside.
2. In a large bowl whisk together the 3 large egg whites for around 30 seconds, or until light and frothy. Add the almond flour, sugar, and almond extract. Continue to mix until well combined. The dough will form into a paste.
3. In a small bowl add the flaked almonds. Take 1 tablespoon of dough and form into a ball. Roll the ball of dough in the flaked almonds. Set the cookie onto the lined baking sheet and gently press down to slightly flatten. Repeat until all dough is used. Space the cookie about 1 - inch apart.
4. Bake for 10-12 minutes. The bottom should be a light brown with a soft center. Remove the cookies from the oven, and allow them to cool on the baking sheet for minutes. After 10 minutes transfer the cookies to a cooling rack. Sift the powdered sugar over the cookies and serve.
