1. Heat olive oil in a large soup pot over medium heat. Add onions and red pepper and cook until soft; about 5 minutes. Add minced garlic and bay leaf and continue to cook for 1 minute.
2. Add beef to the pot and stir in paprika, salt and pepper. Cook, stirring often, until meat is browned; about 5 minutes.
3. Stir in broth, tomato paste. Bring to a boil, reduce heat to medium low; cover and simmer until meat is tender; about 2 hours. Remove the bay leaf.
4. Transfer meat mixture to the slow cooker. Stir in broth and tomato paste. Cover and cook on high for 4 hours or on low for 6 hours. Remove the bay leaf.

4. COVER with a lid and simmer on low heat for 1.5 hours, then remove the cover and simmer the remaining 30 minutes uncovered. Stirring occasionally. This will help thicken the stew and its gravy.
