1. Marinate the chicken for at least an hour in a mixture of soy sauce, vinegar, pepper and garlic.
2. Heat some oil and sauté some chopped garlic for 30 seconds. Separate the chicken from the marinade. Add the marinated chicken in the pan and sauté until light brown.
3. Add the marinade, bay leaves and peppercorns. When boiling, lower the heat and cover the pan. Let it cook for 5 minutes. Add the chili peppers and let it cook for a few more minutes to infuse the spice.
4. Pour the coconut milk and let it cook for around 15 minutes until the coconut milk renders fat. When the chicken is cooked and the sauce is thick, add the boiled quail eggs and let it simmer for a minute.
