Using the egg whites only results in the light color of the finished product. Beat egg whites in a bowl until frothy. Fold flour and cold water into egg whites until the batter is just barely mixed. To use, coat vegetables or meat with cornstarch, then dip into tempura batter and fry in hot oil until light golden brown and crispy.
Batter your vegan shrimp/sliced veggies (like eggplant, mushroom, broccoli, sweet potato slices, potato slices, green beans MM so many possibilities), then fry until they are crispy! They won't get super golden, but make sure you turn them so they fry evenly.
