Coat (or sprinkle) bangus fish with flour and tap to remove excess flour (optional but does help to prevent the oil from splattering too much when frying the fish). Set aside.
2. Heat pan and add cooking oil. Fry both side of the bangus fish over medium heat until golden brown for about 5 minutes total. Remove fish from the pan and set aside. Discard remaining oil aside from a tablespoon.
3. In the same pan, saute garlic and onion until soft and fragrant for about a minute. Add soy sauce, water, calamansi juice, ground pepper, sugar and salt as needed or to taste. Stir well to combine and to dilute the sugar. Simmer over low heat for about 5 minutes until slightly reduced while stirring occasionally.
4. Add fried bangus fish to the pan and simmer over low heat for few minutes. Gently flip the fish and continue to simmer for few more minutes making sure the fish is coated with the sauce.
