2. Sift together flour, baking soda, salt, and cocoa. Add to creamed mixture alternately with the 1/2 cup milk and mix until all incorporated. Stir in vanilla.
3. Drop by tablespoons onto large ungreased cookie sheet. Bake 8 - 10 minutes. Allow to cool on cookie sheet 1-2 minutes before removing to wire racks and cool completely before icing cookies.
4. Mix together butter, vanilla, and powdered sugar adding milk 1 tablespoon at a time until desired consistency is reached. Frost cookies and decorate with sprinkles, if desired.
