4. While potatoes are cooking, prepare the veal. Heat a large skillet over medium heat. Add ground veal. Season meat with oregano, basil, salt, and pepper. Cook veal until crumbled and no longer pink. Add water and parsley, bring to a simmer, reduce heat and allow mixture to cook for 15 minutes.

Allow the sauce to cool for about 20 minutes. Then whisk in the egg yolks until thoroughly blended.
