2. Start sauce: Add onion and garlic to pot and cook until starting to soften, about 1 minute. Add chicken broth, lemon juice, herbs and seasoning. Stir, scraping the browned bits off the bottom of the pot.
3. Pressure cook: Place chicken thighs back in the instant pot. Secure lid and set the pressure valve to "sealing". Choose "pressure cook" (or "manual") and "high" for 12 minutes. Naturally release pressure after cooking time is up (just switch off the instant pot and leave it alone until pressure is gone).
4. Finish sauce: Carefully remove thighs. Set the Instant Pot to sauté. Pour thickener slurry into pot, stir well and simmer until sauce has thickened. Stir in butter until melted and serve sauce over chicken.

Saute the onion for about 3 minutes and then add in the garlic cloves. Saute the garlic for 30 seconds and then add in the chicken broth.
2. Add in the rice, salt, 2 Tbsp of the lemon juice. Nestle the chicken into the pot and sprinkle with the lemon pepper seasoning.
3. Cover the pot and secure the lid. Make sure valve is set to sealing. Set the manual/pressure cook button to 22 minutes on high pressure. When the time is up let the pot sit there for 5 minutes and then move the valve to venting. Remove the lid.
4. Stir in the butter, parmesan and 1 Tbsp lemon juice and lemon zest. Salt and pepper to taste.
