Carefully turn the steam release handle to Venting position and let the steam fully escape (the float valve will drop; this will take 2 to 3 minutes). Remove the lid from the cooker. Remove and discard the onion and bay leaves. Stir in parsley, thyme, vinegar, salt and ground pepper.
3. Top each serving evenly with bell pepper (about 1 tablespoon each). Serve immediately.
