2. In a small bowl, whisk together the garlic, pepper, tomato paste, soy sauce, honey, sesame oil and chili flakes. Pour the sauce over the chicken thighs.
3. Cover the slow cooker and cook on LOW for 6 hours or on HIGH for 3 hours.
4. When you have 1 hour left of cook time, mix the cornstarch in a small bowl with 1/4 cup cold water. Add the cornstarch mixture to the slow cooker and mix together to thicken up the sauce.
