In order to make a true shepherd's pie, you need to use lamb meat. However, we always called it shepherd’s pie even though I didn't make the dish with ground beef. My original recipe always included corn, peas, and carrots in the meat mixture. And a lot of times, I just used a frozen vegetable blend.
A low carb version of a classic cottage pie made with lamb. It’s a tasty baked dish with ground meat and vegetables that’s topped with mock mashed potatoes. Heat oil in large skillet over medium high heat. Add lamb, garlic, onion powder, Italian seasoning, ground black pepper, and salt. Cook and stir until meat is browned.
Spread half of the mashed potatoes over the cooled cracker crust, about ¼-inch in thickness. Cover mashed potatoes with a layer of cheddar cheese, making sure to save some for the top. Spread the other half of mashed potatoes over the cheese layer. Sprinkle bacon bits and remaining cheese over the top.
Gently spoon the mashed cauliflower onto the beef mixture into your casserole dish. Sprinkle with paprika and oregano. Bake the pie in the oven for 25-30 minutes, until the mash is golden brown. Serve immediately or chill and store in the fridge for up to 1 week.
