1. Preheat oven to 400°F. Generously coat a large baking sheet with cooking spray.
2. Heat oil in a large skillet over medium heat. Add mushrooms, shallot, garlic powder, salt and pepper. Cook, stirring, until the vegetables have softened, about 4 minutes. Stir in green beans and Worcestershire; cook, stirring, for 1 minute. Remove from heat. Sprinkle with flour and stir to combine. Whisk 1/2 cup yogurt and egg together in a small bowl. Add to the mixture in the pan and stir well to coat.
3. Scoop 2 generous tablespoons of the green bean mixture into a mound on the prepared baking sheet; flatten into a 3-inch round. Repeat with the remaining mixture, making 12 fritters. Lightly coat the tops with cooking spray. Bake, turning once, until crisp and golden, about 20 minutes. To serve, top each fritter with 1 teaspoon yogurt and sprinkle with 1 teaspoon crushed onions.
