1. Whisk together ingredients for marinade, pour over steak in a shallow dish or zip top bag. Allow to marinate for several hours or overnight (the longer, the better).
2. For Gas Grill: Turn all burners on high and close the lid, allowing grill to warm up for about 5 minutes. Clean grates. Place flank steak in the front and center of the grill. Cook for 1-2 minutes, then flip. Continue flipping every 1-2 minutes, until done, about 10 minutes total cooking time.
3. Place oven rack on highest position and turn on broiler. Line a baking sheet with foil and fit with a cooling rack if possible. Place steak on baking sheet and place under the broiler for about 4 minutes, until starting to brown. Flip and cook for another 4 minutes, or until cooked to desired doneness.

1. In a medium-size bowl, combine the soy sauce, honey, vegetable oil, sesame oil, garlic, ginger, black pepper, red chili pepper and green onions.
2. Remove 1/4 cup (60 ml) of the marinade and combine with the rice vinegar in a small bowl. Cover and refrigerate.
3. Place the remaining marinade and steak in a 1-gallon (3.6-L) resealable bag. Remove as much air as possible and seal the bag.
4. Refrigerate for at least 1 hour by laying the steak flat, and flipping the bag after 30 minutes. The steak can be marinated in the refrigerator for up to 12 hours.

2. Place the steak in the fridge and marinate it overnight, or for a minimum of 10 hours.
3. When ready to cook, remove the steak from the fridge and preheat your cooking surface (grill or stovetop grill pan). Remove the steak from the marinade, discard the leftover liquid, and sear the steak on each side until it's cooked to your desired degree of doneness. Let the steak rest for 5 minutes and then slice it against the grain and serve.
