Add onions to skillet, cook slowly over medium-low heat, stirring until onions are tender and well browned. Place onions atop meat. Add broth to skillet, stirring to loosen crusty bits in pan. Pour over meat and onions. Cover, bake at 325 F for 1 to 1 1/2 hours.
Cut steak into bite-sized pieces then coat with flour. Coat a medium sized saucepan (that has a lid) generously with cooking spray. Sauté steak, use tongs to turn to brown on all sides. Add onion and garlic, sauté for 2 minutes. Add water, Worcestershire sauce, tomato paste, stock powder, bay leaves and soup mix, combine well.
