1. Preheat the oven to 180oC / 160oF / Gas mark 4
2. Chop all the vegetables prior to starting making your ragu.
3. Spray the bottom of a large frying pan / skillet with spray oil, add the onions and fry off for 3 - 4 minutes over a medium heat. Turn up the heat a little and add the garlic, peppers, mushrooms and mince and cook, stirring continuously until the mince has browned. If the bottom of the pan has started to brown at all, add a couple of tablespoons of water and use a wooden spoon to scrape these browned bits off the pan. This is called de-glazing and, as long as its not completely burnt, will add to the overall flavour!
4. Add the chopped tomatoes and stock, stir and bring to the boil. Once the ragu has come to the boil, reduce to a medium heat, season well and partially cover. Simmer over a medium heat for 20 minutes or so, stirring occasionally, until the sauce has reduced.

2. Heat up some olive oil in a large pot on medium heat, and add the vegetables. Sautee for a few minutes, stirring occasionally.
3. Then, add the ground beef, and sautee until the meat has browned. Add the remaining ingredients, give it a stir, then cover the pot with a lid and leave the sauce to simmer for 10-15 minutes.

Reduce heat to a low simmer; cook, uncovered, stirring occasionally, for 45 minutes (add a bit of hot water if necessary to keep meat and vegetables from sticking).
4. Stir in milk; simmer for another 5 minutes. Taste, adjust seasoning and serve.
