It should be thin enough to spread on the cookies but thick enough so that it doesn't completely run off of the cookies. You can add more milk to thin out or more powdered sugar to thicken the icing.
3. For each cookie, flip it over so that the bottom becomes the top. Frost half of the cookie with the vanilla icing, then frost the other half with the chocolate icing. Repeat with all of the cookies.
