Beat until combined, scraping sides of bowl occasionally. Beat in the water and vanilla until combined. Beat in as much of the flour as you can with the mixer. Using a wooden spoon, stir in any remaining flour, the pecans, and coconut. Cover and chill for 30 to 60 minutes or until dough is easy to handle.
2. Preheat oven to 325°F. Shape dough into 1-inch balls or 2x1/2-inch logs. Place balls or logs 1 inch apart on an ungreased cookie sheet. Bake about 15 minutes or until bottoms are light brown. Transfer cookies to a wire rack; cool.
3. Place the 3/4 cup powdered sugar in a large plastic bag. Add cooled cookies, a few at a time, shaking gently to coat.
