Cook this for an additional five minutes and then stir in the drained meat from the last step. Turn the heat down to low to low medium and cook until the ingredients have blended together- about five to eight minutes.
4. Add one to two tablespoons of the meat mixture (the amount depending on how big your circles are) to the center of each circle of dough. Do not overfill your circles. Fold the circle of dough in half. Use a fork or similar tool to flatten the edges together to keep the filling inside of the empanada while it bakes.
