Add the brown sugar to the pan. Stir the sugar into the oil until it has dissolved. Add the rest of the ingredients for the caramel sauce into the pan, and return the chicken pieces with the skin side up. The sauce should come up about halfway up the sides of the chicken. Cover the pan with a lid and simmer on low heat for about 40 minutes.
