1. In a bowl, mix the tuna flakes, carrots, and onions. Season with salt and pepper. Add calamansi juice.
2. Heat oil in a deep pot for deep frying.
3. Make the lumpia: on a board, lay down 1 wrapper. Add 1 heaping teaspoon of filling. Fold the wrapper and seal the edges with water. Repeat with remaining tuna filling.
4. When ready to fry, cook the lumpia in batches. Drain on paper towels. Serve hot with vinegar dipping sauce.

1. Mix all the filling ingredients, except the eggs, in a large bowl. Taste and adjust the seasoning if needed. Break both eggs into the bowl and mix thoroughly into the lumpia mixture with your hands.
2. Get one lumpia wrapper and lay it flat on a plate or chopping board. Position it like a diamond, with one corner pointing at you. Have a small container of water nearby.
3. Place around a tablespoon of filling just under the middle and shape it into a small rectangle, leaving at least 1 ½ inches on each side. Roll up the bottom and tuck the filling tightly under it. Roll one more time, then tuck both sides in like an envelope. Continue rolling until you have a couple inches of wrapper left. Moisten the edges and seal the lumpia.
4. Repeat until all the filling is used up.
