3. Meanwhile, beat the egg whites in a bowl of a stand mixer until it is frothy. Beat in the cream of tartar and continue to beat until soft peaks form. Gradually add the sugar and continue to beat until stiff peaks form.
4. Fold the beaten egg whites into the milk mixture using a rubber spatula. The resulting batter should be uniform in color. Pour the batter into a 10-inch springform pan that is lined with overlapped pieces of aluminum foil. Place the pan in your steamer basket.
