4. Separately, take your 2 cups of water and add 1 tsp of Adobo seasoning, and 4 tbsp of All Purpose Flour. Stir these ingredients together to create the base for your gravy. Once mixed, pour this mixture into your casserole dish. Cover your casserole dish with Aluminum foil.
