1. Preheat the oven to 400°F. Line a baking sheet with parchment paper or a Silpat.
2. In a large bowl, whisk together the flour, sugar, salt and baking powder. Add the cubed butter, and using your fingers or two forks, work the butter into the flour mixture until it resembles the consistency of wet sand.
3. In a separate small bowl or liquid measuring cup, whisk together the heavy whipping cream, sour cream, eggs and vanilla extract. Add the wet ingredients to the flour mixture, and using a spatula, mix just until combined. (Do not overmix the batter or the scones will be dense.) Add the strawberries and chocolate chips and mix just until combined.
4. Lightly flour your work surface. Transfer the dough onto your work surface and gently pat it into an 8-inch round disk. Using a sharp knife, cut the disk into 8 wedges then arrange the scones on the baking sheet, spacing them at least 2 inches apart. Brush the tops of the scones with heavy whipping cream.
