1. Prepare the pressure cooker: Place the water in the pot of an electric pressure cooker. Insert the steamer rack into the pressure cooker. (If your pressure cooker didn't come with a rack or the wires of the rack are too wide-set to hold the potatoes, use a steamer basket.) Place the potatoes evenly into the rack.
2. Pressure-cook the potatoes: Lock down the lid. Pressure-cook on HIGH pressure for 8 minutes.
3. Quick release the pressure: Once the cooking cycle has completed, release the pressure with a quick release. (Consult your pressure cooker's manual for directions on the quick release method.) 3. Add 1 Cup of water. Seal the lid. Allow pressure cooker to come to pressure on high. Once pressurized, cook for 5-8 minutes (refer to cooking time chart in the article above this recipe or in the notes section. Once cooking time has elapsed, allow cooker to come back to regular pressure naturally.
4. If you prefer crisp potato skins, remove potatoes from the pressure cooker, use a paper towel to rub the potato with oil and sprinkle with salt. Preheat the oven to 450. Bake the potatoes on a baking sheet at 450 for 10-15 minutes until the skins are as crispy as you prefer.
