1. Boil 1 1/2 cups of water, Guajillo chilies, garlic cloves and salt in a heavy small saucepan until the chilies are tender, about 5-7minutes.
2. Remove the chilies and garlic from the cooking liquid but reserve the liquid. Remove the stems and seeds from the chilies and discard.
3. Transfer the cleaned chilies to a blender along with the garlic cloves.
4. Strain the cooking liquid to remove any seeds that may have remained behind and add about 1 cup of the liquid to the blender. Process until you have a thick, smooth sauce. If your sauce seems too thick add more cooking liquid.
