Preheat oven to 350°F. Shake flour in bag and place it in 9X13 inch baking pan. Roll top of bag down and add tomato sauce, water, instant bullion powder, salt and pepper taste. Squeeze bag to mix up, being careful not to put hole in it. Place roast in bag and add quartered carrots, onions, celery, potatoes and peppers.
Preheat the oven to 160 degrees Fahrenheit. Coat the inside of the cooking back with the flour. Pour the flour into the bag. Pinch the open end of the bag firmly shut with your fingers and shake the bag so that the insides of the bag are fully coated with flour. Place the bag into the baking dish and set it aside.
You tie the bag up with the twist tie that will be provided, and so that excess steam can escape, make a small cut in the bag, or poke some fork holes in it. Place it all on a baking pan and put it in a heated oven.
