1. Preheat oven to 180C/160C fan/gas mark 4. Line a 20cm x 30cm baking tin with parchment paper.
2. Mix together flour and caster sugar. Rub in butter until mixture resembles breadcrumbs. Knead lightly to form smooth dough.
3. Press dough evenly into prepared tin. Prick surface with a fork. Bake for 20 minutes until firm and lightly golden. Leave to cool completely.
4. In a saucepan over low heat, combine butter, muscovado sugar and condensed milk. Stir until smooth.
5. Increase heat to medium-high and bring to a boil, stirring constantly. Reduce heat and simmer for 5 minutes, until thickened and golden brown.
