2. Combine all sauce ingredients in a small bowl and set aside.
3. In a large frying pan, heat the oil over high heat. Add peppers and onions at the same time and stir-fry for 2 minutes. Remove from heat and set aside.
4. Add the partially cooked soba noodles and sauce to the frying pan with the peppers and toss to coat. Add a splash of water, if necessary. Return to heat and toss gently till noodles have been reheated and are fully cooked. Remove from heat.

Let everything melt together and give it a good stir. It'll soon start to bubble. Let it bubble gently for a minute or so until the garlic cooks and the sauce thickens a bit.
3. Once the pasta is done, drain it and then add it to the skillet and toss it with the sauce. Season with salt & pepper as needed.
