1. Place flour and sugar in a large saucepan over medium heat. Cook, stirring constantly, for 30 seconds.
2. Place butter in a bowl and use either a handheld beater or stand mixer (with whisk attachment) to beat for 3 minutes until it's smooth and changes from yellow to very pale yellow, almost white.
3. Beat in the cocoa powder at the end, just until mixed through.
4. Use it like any other frosting on cakes and cupcakes - either spread it on with a knife or put in a piping bag. You can pipe sky-high mounds and it will hold its form, as pictured on Vanilla Cupcakes in this post.

2. Slowly add more sugar a little at a time. Start with just 6 cups of sugar if you want a looser, fluffier consistency. Beat until it is very smooth and creamy.
3. To get really smooth and creamy results, beat for at least 5 to 6 minutes with a handheld mixer and 3 to 4 minutes with a stand mixer. For an even fluffier and almost white color, add a couple more minutes.
4. If you want a stiffer, thicker consistency, add the additional 2 cups of powdered sugar.
