Soak for 30 minutes to 1 hour, if possible. **See notes below if you prefer to skip the soaking.
2. Bring the rice mixture to a boil over medium-high heat, uncovered. Reduce heat to medium-low and cook for 10 minutes, uncoverd, or until most of the water has been absorbed.
3. Add the evaporated milk, whole milk, sugar, salt, vanilla, and raisins (if using) stirring well to combine. Lower heat to the lowest setting possible and cook, stirring often, until thickened, but still soupy, about 20 to 25 minutes.
4. Once the rice pudding has finished cooking, taste it. Add a little more sugar if you like it sweeter and/or a pinch of salt, if needed. At this point, you can add a tablespoon of rum, if you'd like.
