1. In a large skillet, heat the oil over medium heat. Add the onion and garlic and cook, stirring occasionally, until softened, about 10 minutes. Add the carrot and continue to cook, until softened, about 5 minutes. Add the crushed tomatoes, Italian seasoning, salt and pepper and bring to a boil. Reduce heat and simmer, uncovered, until sauce thickens about 30 minutes. Adjust seasonings. Using a stick blender, smooth out the sauce.
2. Combine all filling ingredients in a medium mixing bowl; set aside
3. Bring a large pot of salted water to a boil.
4. Adjust oven rack to middle position. Preheat oven to 375 degrees.
