1. Preheat oven to 375° F. Grease a 9-inch square baking dish; set aside.
2. In a medium bowl, use a fork or your fingers to combine flour, granulated sugar, brown sugar, cinnamon, salt and nutmeg. Add melted butter and combine until crumbly. Refrigerate until ready to use.
3. In a large bowl, cream together sugar and butter. Add the egg, vanilla extract and almond extract; mix well. Add the buttermilk; mix to combine.
4. Bake the buckle in the 375° F oven for 35-45 minutes, or until a toothpick inserted in the center comes out clean.
