1. Toss the lamb with 1 Tbsp of cornstarch and 1/2 tsp of salt.
2. Heat 1 1/2 Tbsp of olive oil in your Instant Pot on sautee mode and cook the lamb on both sides until golden brown, about 1-2 mins per side. Transfer to a bowl and set aside.

2. Turn the Instant Pot on the sauté function with olive oil. When hot, in batches, sear the lamb meat until golden brown on all sides. About 2-3 minutes per side. Set browned meat aside and continue cooking until all meat is finished cooking.
3. Add garlic, celery, carrot, onion and chili flakes (optional) to the Instant Pot (still on sauté function). Stir and sauté the veggies until softened, scraping any of the brown edges from the pot. About 3 minutes.
4. Once vegetables are softened, add tomato past. Stir until veggies are coated. Add red wine and stir, scraping brown bits from bottom.

2. Cook in the Instant Pot. Add the onions to the Instant Pot, and saute for a few minutes. Add the Guinness (if using) to deglaze the bottom of the pan. Use a wooden spoon to scrape any browned bits off the bottom. Pour in the broth. Add the carrots, potatoes, and seasonings. Cover and turn to high pressure for 35 minutes. Allow for a natural pressure release.
3. Finish and Serve. Once the pressure has completely released, open the lid. Stir in the green peas and allow them to cook with the stew for a few minutes. Optionally, you thicken the broth by making a slurry. Whisk more arrowroot powder with about 1/4 cup of the broth in a small dish, then stir that into the stew. Set the Instant Pot to Sauté mode and allow the stew to simmer for about 10 minutes, stirring occasionally. Ladle the soup into bowls, sprinkle with fresh thyme, and season with a little salt and pepper.

3. Let the pressure release and give a stir. The lamb will be tender and break apart easily. If you prefer it less juicy, return to saute function and cook off some of the liquid. ( Note that it will thicken a bit as it sits)
4. Serve over quinoa, rice or cous cous with some fresh cilantro or parsley.
