2. Place the chocolate chips on top of the heavy whipping cream and allow them to sit in order to soften from the heat. The chocolate chips will take a few minutes to soften. When the chocolate chips begin to melt you can gently stir them to help combine them with the whipping cream. Then stir in the vanilla extract.
3. Refrigerate the mixture for at least 30 minutes to allow it to thicken. Meanwhile, line a baking sheet with parchment or wax paper. Also, place the cocoa powder in a shallow bowl.
4. Use a scoop or a spoon to scoop out individual truffles. Working with one at a time, scoop the truffle, roll it into a ball, and then dip it into the cocoa powder. Then place the truffle on to the baking sheet and repeat. You can use a fork to hold on to the truffle for dipping and then another fork or spoon to help guide and cover the truffle with the cocoa powder. Another option is to roll the truffle around in the cocoa powder.
