1. Start with my basic Super Moist Low Fat Chocolate Cupcakes recipe, without the chocolate frosting.
2. When cooked and cooled you can decorate with the frosting.
3. For the frosting: combine confectioners' sugar, melted light butter, vanilla and enough water to achieve frosting consistency, starting with 1 tbsp and adding more if needed.
4. Place frosting into a piping bag, cut the tip off and pipe onto cupcakes. (no need for a fancy tip unless of course you want to use one!)

1. To make the meringues:Line two baking sheets with parchment paper. Set aside. Preheat the oven to 250 degrees F.
2. Sprinkle the cream of tartar over the egg whites in a large mixing bowl. Beat until soft peaks form. Slowly add the sugar and continue to beat on high until stiff peaks form.
3. Spoon 3-inch oval mounds of egg whites on the parchment lined baking sheets. Use a small spatula to gently flatten the egg whites to form into a ghost-like shape.
4. Bake at 250 degrees F for 30 minutes then turn the oven OFF and leave the meringues in the oven for an additional 20 minutes.
