You can not make soap from scratch without lye, lye is essential for making soap, what you can do is to buy a soap base which already has lye added to it, this way it is safe to use. The melt and pour method is the best way to make soap without handling the lye.
True soap is made from combining Lye and some form of Fat (animal or vegetable). So all true soap is made with lye. However the soap is actually a salt, and in properly made soap there is no lye remaining.
