1. Using a KitchenAid mixer (and paddle) , combine the warm water, sugar and yeast. Whisk lightly to combine and let it rest for 5 minutes. The yeast will become foamy and bubbly.
2. Remove the paddle and attach the dough hook. Add the milk, butter, rosemary, garlic powder, salt and flour to the mixing bowl. Set the mixer on medium low speed for 3-5 minutes until the dough is well combined. If the dough is too sticky, add 1 TBS of flour at a time until it forms a dough shape.
3. Oil a medium sized bowl and place the dough inside of it. Drape a damp towel over the top of it or use plastic wrap. Allow the dough to rest and rise for 15 minutes.
4. Punch the dough down. Oil a cast iron pan. Divide the dough into 12 equal portions. Grab the edges of the dough and stretch and tuck underneath a few times to create the perfect dinner roll shape. Place the rolls seam side down in the cast iron pan.
