1. Preheat oven to 350*. Place 2 Tablespoons of flour into the Reynolds Oven Bag, shake around. (This helps prevent the bag from bursting - so it's an important step.)
2. In a small bowl mix together the salt, paprika, onion powder, dried thyme, chili powder, and pepper. Cover the outside of the chicken and under the skin with the spices.
3. Place the chicken in the bag. Then add the carrots, potatoes, garlic, and onions. Seal bag and place in a large baking dish that is at least 2 inches thick.
4. Cut six 1/2 slits in the top of the bag so the steam can escape. Make sure there is enough room in the oven to allow the bag to expand without touching any parts of the oven.
