Place trivet inside pressure cooker and pour 4 cups of liquid inside the pot. Set frozen corned beef on trivet. Top with minced garlic and spice packet on top. Next, place a rack/trivet in the pot before placing the beef brisket on top of it – you’re now ready to start pressure cooking! Carefully lock the lid in place. Set the pressure cooker to “high pressure,” allowing your ingredients to cook for about an hour and a half.
But you can cook the corned beef in a slow cooker, on the stove top or in an instant pot. If you’ve never used a pressure cooker, they produce similar results to a slow cooker in a fraction of the time. Slow cooker: Add all ingredients to the slow cooker. Cook on low heat for 7 hours.
