1. In 6-quart (6 l) electric pressure cooker, heat sesame oil. Add half of the pork chops and cook until browned on both sides, turning once, for about 4 minutes. Transfer cooked chops to a plate and repeat with the remaining pork chops.
2. Add sliced scallions and minced garlic. Cook, stirring often, until aromatic, for about 1 minute. Stir in chicken broth, soy sauce, brown sugar, and rice vinegar. Cook, stirring continuously, until the sauce begins to bubble.
3. Return cooked pork chops and any accumulated juices to the cooker. Cover the pressure cooker and lock the lid. Set machine to cook at high pressure. Set timer to cook for 10 minutes.
4. Using the Quick Release method, bring the pressure cooker to normal. Carefully unlock and open the pot.
