3. Gradually add the cold water to make a thin sticky batter.
4. Heat a pan over medium heat, add the vegetable oil. Using a spatula, put about 3 tbsp of the mixture and pan-fry for 2-3 minutes on each side or until golden brown. Remove from the pan and drain excess oil using a paper towel.
