2. In a medium skillet over medium-high heat, add 1 Tbsp of butter until melted. Add in the shrimp and cook on both sides (about 3-4 minutes), until pink and cook through. Remove from skillet and set shrimp aside on a plate or in a bowl.
3. In the same skillet (with juices from shrimp + all), melt the other Tbsp of butter and add garlic and sauté for 1 minute or so, until fragrant. Add in the sweet peppers and sauté until softened, about 5 minutes.
4. Reduce the heat to medium-low and add the flour, stirring constantly until well combined and everything looks like paste.

3. Boil the penne pasta: boil the pasta in salted water until aldente, reserve about 1 cup of pasta water drain pasta and set aside. In order to stop the pasta from clumping up, add about 1 tablespoon of oil and toss to combine. Alternatively, run the pasta under cold water to get rid of starch.
4. Cook the shrimps: heat up olive oil on medium high heat, carefully add the shrimps to the hot pan and cook on each side for about 2 to 3 minutes each depending on the size of the shrimp. Do not overcook as you would be adding it back to the pasta later. Take it out of the pan and transfer unto a plate then set aside.
