1. In a saucepan, add the rice with water, lemon zest and cinnamon stick. Cook until the rice is soft, about 10-15 minutes.
2. Remove the cinnamon stick and drain off any excess water. (Most of the water should be absorbed into the rice.) Place saucepan back on the stove.
3. Add milk, condensed milk, salt, and vanilla extract to rice and cook over low heat, uncovered, stirring occasionally until thick, for about 1 hour.
4. Remove from heat. Serve, sprinkle with ground cinnamon and enjoy!

2. Cook over medium heat while stirring frequently for 20 minutes. The water should be absorbed and the rice should be softened.
3. Remove the pot from the heat and stir in the condensed milk, whole milk, and vanilla. Place back on the stove and lower to medium low.
4. Cook for 30 minutes while continuously stirring. If the bottom starts to stick, lower your heat and do NOT scrape the bottom of the pot. This will only loosen burnt bits and incorporate them into your rice and we don't want that.
