In a large bowl, whisk together the flour, salt, baking soda, cinnamon and allspice. Mix in the oats, cranberries, walnuts and chia seeds.
Preheat the oven to 350°F. Line a baking sheet with parchment paper. Add all the dry ingredients into a large bowl: oat flour, oats, baking powder, cinnamon, nutmeg, cardamom and salt. Whisk all the dry ingredients together thoroughly. Add all the wet ingredients into a medium bowl: coconut oil, coconut sugar, flax egg, vanilla and maple syrup.
Add oats, coconut, cranberries, butter, salt, vanilla and lemon extract; stir until thoroughly combined. Drop the dough by the teaspoonful onto the prepared baking sheet, about 1 1/2 inches apart. Spread each dough mound into a circular shape using a fork dipped in cold water.
