1. Place corn beef in pressure cooker. If, too large, cut in half. Add season packet, that comes with meat, along with bay leaf, garlic and pickling spices if using. Add water, so just even with top of meat.
2. Turn burner on, and bring to a boil, put cover and rocker on, and cook until rocker starts rocking. Keep at medium to low rocking motion, and cook for 1 hour. Turn off burner. Allow pressure to escape on it's own. Carefully open pot and remove meat to serving platter. Let rest 5 minutes, and slice in thin slices, against the grain with electric knife.

2. Add broth and onion to the pot. Close and lock the lid. Cook on High pressure for 40 minutes. Let the pressure release naturally.
3. Press Cancel. Transfer the beef to a clean cutting board, leaving the onion and liquid in the pot. With the cooker on Sauté mode, add carrots, cabbage and the remaining 1/2 teaspoon salt. Cook, stirring occasionally, until the vegetables are tender and the liquid is reduced by half, about 20 minutes.
4. Slice the beef and serve it with the vegetables and drizzled with the liquid, if desired.
